PROPOSING AN AMENDMENT TO THE HAWAII CONSTITUTION TO PERMIT GAMBLING IN THE STATE.

Proposes to add a new section to article XVI of the state constitution to permit gambling in the State, in accordance with law. (ConAm)

RELATING TO GAMING

Establishes a gaming commission to oversee casino gaming. Allows the gaming commission to issue one 5-year license to a casino gaming operation in a county with a population of more than 500,000. Limits casino gaming to persons over 21. Creates a wagering tax on casino gaming. (HB2251 HD1)

RELATING TO GAMING

Authorizes the Hawaiian Homes Commission (HHC) to allow gaming on Hawaiian Home Lands and to consult with the HHC Act beneficiaries and designate specific Hawaiian Home Lands parcels for the purposes of establishing casino gaming operations. Creates the Hawaii Gaming Commission to regulate casino gaming operations. Imposes a wagering tax on gross receipts of casino gaming operations and provides for distribution to the general fund and Hawaiian Home Lands Trust Fund. (HB2759 HD2)

RELATING TO PORNOGRAPHY OFFENSES AGAINST CHILDREN

Amends the offense of promoting pornography to minors to include disseminating pornographic material to another person who represents that person to be a minor; and adds the offense of promoting child abuse in the third degree to the information charging law. (SD2)

Physician-Assisted Suicide

Allows a terminally ill, competent adult to get lethal dose of medication to end life. Prohibits mercy killings, lethal injections, and active euthanasia. Requires informed consent. Allows alternate doctor to replace attending doctor if latter declines to prescribe. Requires monitor at time of taking dose.
